Ba Ria Vung Tau province is founded on August 12th 1991 by the socialist republic of Vietnam’s national assembly’s decision, belonging to the Southern East with the border length of 162km on mainland - the North border on 3 districts Long Thanh, Long Khanh, Xuan Loc of Dong Nai province, the West border on Can Gio District of Ho Chi Minh City, the East border on Ham Tan District of Binh Thuan Province, the South border on East sea. Its seashore length is 100km (with 72km of the sand-bank can use as seaside resort). Its continental shelf border on Truong Sa Islands where has 2 very important resources of petroleum and seafood. Its natural area is 1975.14km2 in 1975, population is 821.300 people in 2000, population density is 416 persons/km2.
There are 8 administrative units including Vung Tau City, Ba Ria Town, and districts: Chau Duc, Xuyen Moc, Tan Thanh, Long Dien, Dat Do, Con Dao.
Ethnic groups: - The Kinh make up majority about 97.25%.
- The Hoa about 1.73%.
- The Tay about 0.07%
- The Kho Me about 0.15%
- The Chau Ro about 0.06%
- The others are insignificant.

The provincal topography includes mountains, hills, small deltas, sand banks around seashore. Two districts of Long Dat and Xuyen Moc are delta and mountain areas along sea.
Ba Ria - Vung Tau is monsoon tropical climate, rainy season with south west monsoon from May to October, dry season with north east monsoon from November to April next year. Annual average temperature is 270C, less storm wind, much sunshine. Ba Ria – Vung Tau with special location is gateway of the Southern East provinces direct to East sea with strategical mean of international seaway, seaport system where is approaching with South-east Asian nations. The natural resources are very rich and various with potential prospects to develop sea economy fastly such as: oil, sea port and shipping line, seafood, tourist… and conditions developing traffic: road, seaway, railway, airway… which are intermediary transporting place of internal and external nation, promoting commerce and investment co-operation with foreign countries.
